THE HUMBLE PETITION OF WILLIAM WOODWARD,
an Engineer in the Public Works Department
of the Government of Hong Kong, to the

RIGHT HONOURABLE THE SECRETARY OF STATE FOR
THE COLONIES,
SHEWETH:-
That, THE PETITIONER, an Engineer employed in the
Public Works Department of the Government of Hong Kong, most
humbly and respectfully begs to bring to Your notice his status
with respect to his claim for promotion to a vacant post of
Executive Engineer in the said Department.

That, the petitioner craves leave to set forth
particulars of his qualifications, appointment to, and service
in, the Public Works Department.

That, the petitioner, having been trained as a Civil
Engineer and holding the qualifications of Bachelor of Science
(Engineering) and Associate Membership of the Institution of
Civil Engineers, was appointed as an Engineer to the Public
Works Department, Hong Kong, on 22nd November 1921.

That, since 1st February 1922 the petitioner has been
engaged solely on the design, construction and administration
of Water Supplies and Waterworks.
5.
That, on 12th March 1932 a series of retirements of
senior professional officers of the Public Works Department
commenced entailing a number of consequential promotions.
6.
That, the last of these promotions, that of an officer
from the rank of Engineer to that of Executive Engineer, did
not arise for consideration until early in 1934.

That, the last vacant office, one of a number generally
in charge of an Executive Engineer, was the Waterworks
Construction Office.

That, the petitioner, who had acted continuously as
officer in charge of the waterworks Construction Office since
